The Lockdown Crisis Across the Diaspora

In mid-March 2020, strict public health measures, movement restrictions, and school suspensions were enacted across South Korea to control the COVID-19 outbreak. For the estimated 60,000 Filipino residents living in the country, the emergency caused immediate disruption and social isolation.

This diaspora community represented a diverse population. It included marriage migrants raising multicultural families in suburban and rural towns, industrial and agricultural workers under bilateral labor arrangements, international students, technical trainees, and religious mission workers. While marriage migrants faced school closures, family health concerns, and domestic quarantine rules within Korean households, contractual workers experienced restricted movement outside their work sites and accommodations. Across the country, Filipino community associations, church gatherings, and consular outreach missions suspended in-person activities.

Language barriers affected everyone. Municipal health advisories, contact-tracing protocols, public mask allocation rules, and immigration decrees were published primarily in Korean. Families and workers alike struggled to understand fast-changing testing guidelines, school quarantine policies, and visa renewal procedures, leading to widespread anxiety and vulnerability to misinformation.

An Emergency Online Radio Station

To establish an immediate communication lifeline for the overseas community, PinoySeoul Media Enterprise launched Pinoy Seoul Radio on March 15, 2020. Set up as a 24-hour online radio service and mobile Android application, the station operated as a free public service providing verified health information, community news, and cultural companionship.

The station used a cross-border production setup connecting studios in Metro Manila with technical operators in Seoul. Broadcast anchors and writers produced daily news and live shows from the Philippines, while the team in South Korea monitored local government announcements, immigration decrees, and public health directives.

To ensure access for listeners with basic cellular plans or limited home internet, the mobile app used a lightweight 128 kbps audio stream. It operated without subscription fees, commercial paywalls, or personal data collection, allowing community members to listen at home, during commutes, or throughout working hours.

Public Health Translations

The main public service of Pinoy Seoul Radio was translating official health announcements into Tagalog and English.

The station aired regular updates explaining policies from South Korean health authorities and the Ministry of Justice:

  • Quarantine rules, testing center locations, and municipal health guidelines for households and workplaces.
  • Legal clarifications confirming that foreign residents, regardless of visa status, could undergo COVID-19 testing and medical care without immigration reporting or deportation risks.
  • Official procedures for automatic visa grace periods, family stay extensions, and contract renewals while international flights were suspended.
  • Practical health instructions for family care, public mask distribution schedules, and preventive workplace sanitation.

These Tagalog and English broadcasts helped diaspora households and workers follow safety directives, reassuring vulnerable community members afraid to seek medical assistance.

Community Support Programs

In addition to emergency news, the station scheduled daily programs to support the mental health and emotional well-being of homebound community members.

The programming included:

  • Peer Talk Shows: Segments such as OFW Weekend by Request, hosted by DJ MC21, provided an open phone line for overseas Filipinos to call in, share daily concerns, discuss immigration and family matters, and request songs.
  • Cross-Border News: Partnering with the news website GoodNewsPilipinas.com, the station broadcast Good News Pilipinas Live, hosted by station manager Angie Quadra Balibay. The program connected listeners in Cavite and Seoul to share uplifting community stories, mutual aid appeals, and updates on the Liter of Light solar lighting initiative.
  • Daily Audio Companion: Broadcast rotations included calm instrumental arrangements, acoustic music, and classic Original Pilipino Music alongside Korean drama soundtracks, helping ease homesickness and stress for families and workers navigating lockdown.

Institutional Recognition

The station received public recognition for its emergency community service during the pandemic.

The Commission on Filipinos Overseas recognized the Station Director for the Migration Advocacy and Media Award in 2022 for outstanding information assistance to overseas workers during the pandemic crisis.

Project Conclusion

Between 2022 and 2023, emergency restrictions and health decrees ended across South Korea. International travel normalized, community centers, schools, and churches reopened, and health guidance returned to standard government channels.

Having fulfilled its role as an emergency community broadcaster, Pinoy Seoul Radio concluded its 24-hour live broadcast schedule in late 2023.

Archival Preservation

To preserve the record of this emergency media response, broadcast schedules, station documentation, and public health audio logs were compiled into the institutional archives of PinoySeoul Media Enterprise.

Historical documentation and project records are maintained on the organization's cultural portal at pinoyseoul.com.

Open Science Access

The operational dataset, station schedules, broadcast logs, and public health audio records of Pinoy Seoul Radio are being surveyed and prepared for open-access preservation under a Creative Commons Attribution 4.0 International license.

This dataset serves as an open research resource for scholars of migration, crisis communication, and community media studying how digital audio networks support overseas diaspora communities during international emergencies.
